About the Fellowship: The MTF Mid-Career Fellowship (MCF) will provide a professional with 5 or more
years of experience connected to the public sector with an opportunity to conduct research and publish
written material in public policy issues of interest, present work to a broad audience, and dedicate time to
networking and career development. The 12-month Fellowship is intended to enhance MTF’s research
capabilities, while also providing the Fellow with a unique opportunity to pursue the next stage of their
career and undertake interesting and relevant policy work.

About the Massachusetts Taxpayers Foundation (MTF): MTF is a non-partisan, non-profit research
organization widely recognized as the Commonwealth’s premier public policy research organization. MTF
provides public and private decision-makers with unbiased and timely research and constructive solutions
that drive public policy, strengthen the state and local finances, and position the Commonwealth for
equitable and sustainable growth.

Job description: The MCF will conduct independent research on a topic relevant to their expertise and
MTF’s research mission. The MCF will work in close collaboration with MTF’s Research Director and
President to develop a research topic, publication schedule, and presentation opportunities; as well as an
agenda for their work over the 12-month period. The MCF will be a full-time MTF staff member during the
Fellowship, assisting with other research, communications, and operations work as necessary. The MCF
will also dedicate time to developing a post-fellowship career plan and will provide mentorship and
guidance to MTF’s research staff.

The research topics for the MCF will be informed by the Fellow’s area of expertise and MTF’s mission, but
special consideration will be given to candidates with experience relevant to the impacts of federal policy
changes on Massachusetts.

Responsibilities: Responsibilities of the MCF include:

  • Developing a workplan for the Fellowship, in coordination with the Research Director and
    President;
  • Researching and drafting MTF research papers for publication;
  • Presenting work to MTF members and external audiences;
  • Serving as a key point of contact for assigned issue areas with MTF members, policymakers, and
    stakeholders;
  • Providing mentoring to MTF research staff;
  • Representing MTF at meetings, policy working groups, and discussions with public officials;
  • Helping MTF leadership and development staff build membership and partnerships with
    organizations engaged in assigned policy areas;
  • Assisting with communications, outreach and engagement for MTF publications and events; and
  • Other duties as assigned.

Skills and Experience: MTF is seeking the best candidates for the Fellowship and encourages all motivated
applicants to apply. We are looking for candidates with a strong mix of the following qualifications:

  • 5 or more years of professional experience in the public sector or positions that relate to public
    policy;
  • Demonstrated experience with policy areas relevant to MTF’s mission;
  • Strong written and oral communication skills;
  • Ability to work in a diverse group and engage constructively with coworkers and colleagues;
  • Capacity to multi-task, work independently, take initiative and meet deadlines;
  • Ability to engage appropriately with MTF leadership, public officials, business and non-profit
    leaders and other public policy stakeholders;
  • Relevant educational attainment qualifications, including a bachelor’s degree.

Salary and benefits: The MCF position is full-time for a term of 12 months. Compensation is determined
based on qualifications and experiences, but MTF anticipates a salary of $120,000 or higher, depending on
experience. MTF provides generous benefits including leave, flexible work hours and a 401(k) retirement
plan.
